Volepelt is now running Fogclan.
On the face of things, little has changed. Fogclan is still being run in exactly the same way. It is a harsh dictatorship with Volepelt, the former deputy, running the clan exactly how a leader would. However, he has rejected the idea of taking leader lives, convinced that Miststar will one day return and take her place again. Volepelt uses his authority to take a managerial role, and has now distanced himself from the clan he runs. He is rarely seen hunting or out in the clearing, and most of the time he is in the leader den. As it is his duty, he attends all official events and, any time he is with his clan he is the picture of calm and stability. However, the majority of the time he is just a name, using his council members to go out and do his work vicariously. His den is always open to cats sent to him by the council, and he often calls meetings to brief his council within his den so they remain consistent on all issues.
Volepelt's agents are called the 'Council' and they possess the same authority as a deputy over the rest of the clan. Pure in mind and knowledgable in the ways of Fogclan and Starclan, they enforce the rules, oversee the training of apprentices and generally rule over Fogclan. Intended to be the cats others turn to to guidance, the power has had varying effects on each individual cat. Some have risen to the challenge, becoming strict in mind and rule but kind towards every cat, while others have been corrupted and now abuse their authority. Considering they have the 'power' to 'cleanse' cats of sins by inflicting wounds, this means they create fear where ever they go.
The reaction of the general clan population tends to fall in three categories. There are those who say nothing and conform, as a consequence, are treated well while acting against their beliefs, stuck watching their clan fall to pieces. Then there are others who, like the Council, agree with the rule, also taking the opportunity to put those of a less devout nature 'in their place for the good of the clan'. Then, finally, there are the rebels. Although they are not yet a collective, individual cats have sometimes refused to conform or even actively acted against Volepelt's leadership. These actions are usually reacted to with demotion (if they are warriors, they become apprentices again), isolation from their fellow clanmates and harsh physical punishments. Needless to say, acts of rebellion are punished severely and the rebellers themselves usually do not last long. It is a matter of conform or die.
The clan is falling apart at the seams, but all attempts to move against Volepelt are found out and squashed before they can start. The clan are stuck with him, and things are doomed to get worse in the meantime.
The only upside is that Volepelt himself may not last long. Volepelt is not only more fallible due to his lack of leader lives, his mental state is questionable. Driven insane by grief, Volepelt is prone to delusions and his emotional equilibrium is slowly decaying. This means that one moon, he may make it easy to take the authority away from him. However, this glimmer of hope may also spell disaster for the clan because, although the cracks are small, they are sure to grow in size, and begin to effect not just the leader but the clan themselves.
Only time will tell what effect this will have on Fogclan. However, whatever happens in the long term, the short term is sure to be grim and to get worse before it gets better.
